§ 10.01. Powers of the city.

In addition to the city's power, right and authority to buy, construct, lease, maintain, operate and regulate public utilities, and to manufacture, distribute and sell the output of such utilities' operations, the city shall have all further rights, authorities, and powers as may now, or hereafter, be granted under the constitution and laws of the State of Texas. Notwithstanding anything to the contrary in this Article 10 dealing with the regulation of franchises and public utilities, the Public Utility Regulatory Act of Texas, as from time to time amended shall control where applicable.
