§ 11.19. Interim municipal government.

From and after the date of the adoption of any amendment hereto in which a new place is created on the Council, then such place shall be filled by the calling of a special election to be held within 45 days after the election creating said new place to elect a person to fill the place for its unexpired term; providing, however, if such newly created place occurs within 90 days prior to a general city election, no special election shall be held, but said position to be filled at the next general election.
