§ 6-12. Livestock riding or driving on public and private property.

  • (a)

    It shall be unlawful for any person to allow livestock to be driven or ridden upon any public property; provided, however, horses may be ridden on the unimproved or unpaved portion of the right-of-way. The city, however, shall maintain the exclusive authority to enter into a contractual relationship with one or more entities, individuals or companies to provide horse-drawn carriage service within certain defined locations in the city and pursuant to the terms and conditions of said contract. The chief of police, or designee, may authorize horses and/or other livestock to be ridden or driven on the right-of-way under the authority of a parade permit and/or a special event.

    (b)

    It shall be unlawful for any person to allow livestock to be driven or ridden on any private property, unless same be done on the property of the owner of the livestock or by written permission of the owner of the property.
